The new regulatory framework of the European Agreement for the transport of dangerous goods by road ADR 2021 was published in the spanish BOE 13-04-2021 on 13 April, a priority for the spanish Ministry of Transport, Mobility and Urban Agenda (Mitma) in view of developments in the sector.
“It is essential to establish clear rules for the safe transport of these necessary goods and constitutes a priority line of action.”
The safety of the transport of dangerous goods by road is much more important in the case of fuels, organic or butane gas, bleaches, paints, batteries, biological samples, crimes, etc. because of the consequences that a possible accident can have on people and the environment, in addition to the importance that these goods have for our lives.
Changes in the ADR 2021

- New substances have been added to those already classified as dangerous.
- Some changes have been made to the labelling and marking of dangerous goods in order to make these transports easily recognisable.
- There have been changes in the way goods are packaged, due to the appearance of new substances and products.
- New standards have been added for the manufacture of tank trailers and their subsequent approval.
- New regulations have been introduced for the transport of radioactive materials, especially those for medical or pharmacological use.
- The conditions for the transport of lithium batteries, a service that has multiplied in recent years, have been changed.
- New special provisions have been created to make it easier to transport dangerous goods safely under certain conditions.
Following the agreement of the Council of Ministers last March, the new consolidated text of the ADR 2021 will soon be published in the Official State Gazette. The modifications contained in this ADR presented in the BOE 13-04-2021 will be mandatory for all carriers as of 1 July 2021.
ADR, an agreement in constant renewal
The European Agreement concerning the International Carriage of Dangerous Goods by Road (known simply as ADR), is developed within the framework of the United Nations Organisation, and is responsible for dictating how the movement of dangerous goods by road must be carried out, both in Spain and in the rest of the European Union.
The ADR is an agreement that is updated every two years to adapt to improvements inherited from science and technology, to new products and substances appearing on the market, and to new transport requirements to guarantee safety.
The ultimate aim of this agreement is to guarantee the safety of people, the safety of goods, both those being transported and those surrounding the vehicle during transport, and finally to protect the environment.
It should be recalled that at European level, this new update is applicable from 1 January 2021 and therefore, with its 6 months of adaptation, it is not until 1 July 2021 that it becomes mandatory.
